domains / security / compliance-evidence / compliance

compliance

Skill card

combined

The two skills both address compliance but for entirely different domains and toolchains. The first is a financial-regulatory skill for MiCA and stablecoin evidence using FeedOracle MCP tools. The second is a software/AI security compliance engine (agent-bom) that evaluates scans against OWASP, NIST, SOC 2, ISO 27001, EU AI Act, etc., and generates SBOMs. They do not reproduce, shorten, or wrap each other; each contains material steps and constraints the other lacks, so crowning one would hide a real alternative.

name: compliance
description: Compliance evidence and reporting for both financial (MiCA/stablecoin) and AI/software security (OWASP, NIST, SOC 2, ISO 27001, EU AI Act) contexts. Use when the user asks for compliance status, evidence, SBOMs, or framework reports.

# Compliance

Determine which compliance domain the user is asking about, then follow the matching procedure.

## 1. Financial / MiCA / Stablecoin Compliance

Use FeedOracle MCP tools for regulated tokenized markets. Every response is ES256K-signed and JWKS-verifiable.

### Tool Selection
- MiCA compliance: `mica_status` for a single token, `mica_full_pack` for full evidence, `mica_market_overview` for market-wide.
- Stablecoin risk: `peg_deviation` for current peg, `peg_history` for 30-day trend, `compliance_preflight` for PASS/WARN/BLOCK.
- Reserve and custody: `reserve_quality` for composition, `custody_risk` for custodian analysis.
- Audit trail: `audit_verify` to check chain integrity, `audit_query` to list decisions, `audit_log` to log (user-initiated only).
- Natural language: `ai_query` routes to the right evidence API automatically.

### Response Guidelines
1. Always cite the `request_id` and `status` from tool responses.
2. Reference the ES256K signature and JWKS URL for verifiability.
3. Present data factually; let the user draw conclusions.
4. For write tools (`audit_log`, `kya_register`): only invoke on explicit user request.

## 2. AI / Software Security Compliance

Use the `agent-bom` CLI to evaluate scan results against security and regulatory frameworks and generate SBOMs.

### Install
```bash
pipx install agent-bom
agent-bom agents -f compliance-export  # run agents scan with compliance export
agent-bom generate-sbom                # generate CycloneDX SBOM
```

### Tools
- `compliance`: OWASP LLM/Agentic Top 10, EU AI Act, MITRE ATLAS, NIST AI RMF.
- `policy_check`: Evaluate results against custom security policy (17 conditions).
- `cis_benchmark`: Run CIS benchmark checks against cloud accounts (optional; uses locally configured cloud credentials for read-only API calls).
- `generate_sbom`: Generate SBOM in CycloneDX or SPDX format.
- `aisvs_benchmark`: OWASP AISVS v1.0 compliance (9 AI security checks).

### Supported Frameworks
OWASP LLM Top 10 (2025), OWASP MCP Top 10, OWASP Agentic Top 10, OWASP AISVS v1.0, MITRE ATLAS, NIST AI RMF, NIST CSF 2.0, NIST 800-53 Rev 5, SOC 2, ISO 27001, CMMC, FedRAMP, EU AI Act, and related frameworks.

### Constraints
- OWASP/NIST/EU AI Act/MITRE evaluation and SBOM generation are fully local with zero credentials.
- CIS benchmark checks optionally use cloud SDK credentials (AWS/Azure/GCP/Snowflake) and make read-only API calls only when explicitly invoked.
- File reads are limited to user-provided SBOMs and policy files.

## Conflicts
- davepoon/buildwithclaude: procedure is MiCA/stablecoin evidence via FeedOracle MCP tools with ES256K/JWKS verifiability.
- LeoYeAI/openclaw-master-skills: procedure is AI/software security compliance via agent-bom CLI with framework evaluation and SBOM generation.
These are distinct compliance domains; select the matching procedure based on the user's request.
