Use when targeting 《中国科学院院刊》(Bulletin of Chinese Academy of Sciences — 中国科学院主管主办的战略与决策研究智库月刊, 1986 年创刊, 国家科学思想库核心媒体) or deciding whether a Chinese S&T-strategy/policy manuscript fits this venue. Encodes the journal's fit, framing, think-tank house style, official-submission re-check, and desk-reject heuristics.

When to use

• targeting 《中国科学院院刊》
• deciding if a Chinese S&T-strategy/policy manuscript fits this venue
• rewriting a general Chinese S&T strategy manuscript for this journal
• listing high-frequency rejection risks and alternative submission directions

When not to use

• replacing the latest official submission guidelines
• submitting ordinary enterprise or patent empirical studies lacking strategic height
• submitting free submissions that do not match recent special topics
