Use when targeting 《系统工程理论与实践》(Systems Engineering Theory and Practice — 中国系统工程学会会刊, 中国科协主管, 1981 年创刊月刊, 国自然管理科学 A 级 / EI 收录) or deciding whether a Chinese systems-engineering/management-science manuscript fits this venue. Encodes the journal's fit, framing, abstract/citation house style, review timeline, official-submission re-check, and desk-reject heuristics.

When to use

• targeting 《系统工程理论与实践》
• deciding if a manuscript fits the venue
• rewriting a manuscript for the journal's narrative
• listing high-frequency rejection risks
• checking journal fit and framing
• verifying abstract and citation house style
• checking review timeline and submission re-check

When not to use

• replacing the latest official submission guidelines
• tasks where the core contribution is not systems engineering or management science models
• macro policy effect comparisons for economics or public management journals
• pure management theory or construct building
• engineering project management with major engineering focus
• flagship operations research optimization
