Use when targeting 《科学管理研究》(Scientific Management Research — 内蒙古自治区软科学研究会主办的科学管理/科技政策双月刊) or deciding whether a Chinese S&T-management/policy manuscript fits this venue. Encodes the journal's fit, framing, bilingual abstract house style, official-submission re-check, and desk-reject heuristics.

When to use

• targeting 《科学管理研究》
• deciding if a manuscript fits the venue
• rewriting a manuscript for the journal
• listing desk-reject risks
• checking journal fit for S&T management topics

When not to use

• replacing the latest official submission guidelines
• submitting to other journals like 《科研管理》 or 《中国软科学》
• handling macro policy effects without management core contribution
